Parts not arrived

I ordered some parts and paid the money but nothing arrived, I raised a complaint with eBay who contacted the buyer for me, the buyer then contacted me saying the parts were on back order and if I still want the parts can I close the open case with eBay, so I did and after a few months I still haven't received any parts or money, I have contacted the vendor multiple times and they don't reply, and because I raised a case with eBay and then closed it, eBay won't allow me to reopen a new case !!! Can someone help as I can't get through to ebay

Ebay won't do anything because you voluntarily closed the case.

You can't open another one and, as far as Ebay are concerned, you have come to a resolution with the seller.

Depending on how long ago you placed the order, and how you paid, you might be able to open a chargeback through your payment provider.

Don't delay. Start that process today.
