Hi I want to sell hiking staffs , so the parcel is 2k and 130 cms long I can’t get past medium parcel at 60 cms

To choose your own postage for large items, during the listing process click on the box under the heading Package Size.   At the very bottom of the pop-up you should see Oversized.    Select that then you will be able to buy your own postage.

Hi this doesn’t appear on a mobile phone do I have to use laptop?

I would think so.  The app doesn't always show all options.
