Package received but main item is missing

I purchased an item from a seller. 

 

I received tracking info as normal but didn't open the item as I was still building my PC and didn't need to install Windows yet.

 

When opening the item I found there was no valid activation key, I contacted the seller and was advised they are unable to help. eBay also not helpful as I can no longer leave feedback (even though the product was purchased only 2 months ago.

 

I've tried to raise an item not received request via eBay, but apparently if the seller includes tracking info then the item must be complete!

 

What's my next step here? The seller is still selling similar items, and I am unable to take this forward with eBay.

The correct case to open would be a return using the reason 'incomplete/items missing'.

However, the Ebay Money Back Guarantee only covers you for 30 days.

You may be able to start a chargeback through your payment provider.

Make sure you use the right reason - this is not a case of not receiving your item, but of receiving an item which is incomplete and so not fit for purpose.
