Over charged for postage label?

Hello,

 

I listed an item with free postage. When I entered the size, weight and location, the postal charge was £3.38. It's a small parcel under 2kg. 

When the item sold, and I went to print the label, the cost was £4.06. I contacted eBay support, but they weren't that helpful, although they did say it was because the item was being sent to Scotland. Does this sound right?

Royal Mail cost for Scotland, is the same for all parts of the UK.

 

I am not sure, But I think the difference in price is VAT. If I am correct buying postage at the Post Office or Royal Mail is VAT free, but buying the same postage from ebay is subject to VAT.

 

£3.38 plus 20% 68p =  £4.06

Thanks, and that's what I originally thought: the transaction breakdown is label £3.38, VAT 20% 0.68 = £4.06.

But I checked previous labels that cost £3.38, and the breakdown is: label £2.82, VAT 0.56 = £3.38.

 

£3.38 is usually Royal Mail 2nd class small parcel. However, the label in question is Evri and has '84 AIR Parcelshop' on it. So I assume the buyer managed to select a different delivery option, and eBay has charged me the excess?
