I have received an offer but it's not allowing me to accept . I understood that that were some issues before, but that was a few weeks ago.

Which device or browser are you using?

If the app switch to a laptop / PC with Chrome and trey from there.

It's also worth knowing that,  Friday is eBay's maintenance day , when those indoors at eBay HQ Towers  CaliforNIA,  are tweaking and installing new systems. 

It's still very early hours in the morning there,  so less disruption for their US customers,  but sending things a little awry here in the UK,  especially first thing in the morning.

Try again a little later on,  or as said,  switch devices to a laptop / PC  try Chrome ,  see if it's any better there.

Is it just for this one item you are experiencing this,  have you had this issue with other offers?

I cannot give you an answer as to why this is happening,  but you could send the seller a message asking them if they could change the Buy it Now price to the offer price,  and try and buy it through the Buy it Now button.

I had to load both the Ebay and the Paypal apps onto my phone. Quite a faf.
