I've had a listing on for around a year, I forgot it was still live.
A buyer contacted me to ask for a best offer as they were going to be in my area and could collect. They offered a cash deal that was too low. I gave a price and said PayPal only. They agreed so I said the item was theirs. That was on the 18th of July, since then nothing.
Have they breached any ebay rules or have they just been rude for not getting back to me?

Had they made the offer through ebay they would have had to put online payment in place (ebay no longer allow cash on collection) which would have been taken as soon as you accept their offer.
If they offered via message in theory you could report them for asking for an off-ebay deal but otherwise there's nothing you can do about it

They made the offer through ebay messages but I said PayPal only, which they confirmed they were happy with.
They have a 100% feedback rating so I'm surprised they haven't replied after I accepted the offer.

Offers via messages don't count and if its the tiles you have best offer on the listing so one wonders why the buyer did not use that official route.

I wondered why they didn't respond. I told them they could have them at a reduced price and thought they would get in touch as they were going to be in the area the following week. I wouldn't have expected them to pay until I knew they were actually going to collect.

Maybe they did respond and eBay blocked their messages as it appeared to be a trade off eBay

Well, I've been more that fair . Twice this buyer has said he will be in my area, happy to use PayPal and will sort it out on Monday. Not sure which Monday!
Is there anything I should report him for, time wasting?
How do I block the user?

All buyers have a 100% so really means nothing. Sellers can only leave positive fb or none at all.
From what you say he had not bought, so until bought and paid for you cannot supply your address. This buyer was doing everything wrong and very likely messages were removed by ebay for containing the wrong words, as unless bought he would not be able to pay.

Yes, not sure how that's fair. My feedback was gained years ago and is 100% genuine.
I'm definately blocking him.

Obviously he knows the town and has twice said he will be in the area so will arrange payment. All he has to do is let me know he's in a position to pay and I can resend the offer we agreed on. The offer expired 7 days ago. I think he's hoping I'll drop the price.
Oh well. His loss.
