Once you reach 30 items sold this year(from January), Ebay will ask for your NI number.

They asked for mine about 3 weeks ago.

They have an obligation to pass details to HMRC of all sellers whose sales exceed 30 items or about £1700.

If you are selling your own personal unwanted items you should not have any tax liability.

It is a bit vague when Ebay will pass this information on.  It may not be passed on until January next year.  When Ebay do pass your details on, you will get an email from Ebay and a copy of what has been sent.

My guess (only a guess!) is that HMRC will not contact every Ebay seller but will focus on people with high volume or high earning sales.

New HMRC regulations

There are not any new rules regarding online sales, private sellers and tax.

All that is changed is that Ebay have to pass your details to HMRC.

As long as you are not trading, you should have no tax to pay.

There is plenty of online advice and HMRC have an online 'checker' so you can see if you need to be paying tax.
