eBay have classed it as a ' bladed item' and no matter that as you sensibly say no one has been killed with a pair of nail clippers, they still are a ' cutting instrument' with a ' blade' so classed under the same umbrella as requiring age verification.
As credit card companies have already done stringent checks on their members being over the age of 18 to own said c. card, eBay use their verification as per their requirements , for their members being 18 years plus.
I'm afraid we are in the days of AI and bots driving and enforcing a lot of regulations, without a human's more reasonable and accurate assessment ! 😶
