Message wont deliver

When i try to message a seller my message wont deliver and when i try to make offer on the item being sold it says " Unfortunately this seller is not able to respond to your question.  We suggest reviewing the item again to see if your answers in the sellers listing ". 

Any help will be greatly appreciated .

Some times it's better to use a PC,than than the ebay app on a phone to get things working properly.

Some sellers may block messages from potential buyers.

Are you trying to make an offer by using the Best Offer button on the listing or via eBay messages?

It would seem on further investigation,there have been several reports of messages not sending today,which ebay are looking into.
