The seller sent a different color, and the LEDs are burned out in some places. The seller wrote in a message that he would refund my money and that I don't have to return the LED strip. I threw it away. Now the seller wants me to send him the LED strip and pay for the shipping to China. Now I'm informed that he will refund me if I send him the package back.

Even if you had it ebay cannot enforce payment of return postage by overseas sellers.    If you've started a "not as described" return within 30 days of delivery you will be able to escalate it to ebay after 3 complete working days.   Sometimes they refund without return.
