Item not arrived

To cut a long story short. I opened a case as an item I’d ordered hadn’t arrived. I had messaged the seller a few times before opening the case. 
whilst open the seller messaged me saying if I closed the case they would refund me. That was 3 days ago and they haven’t refunded me and I’ve just found out I can’t reopen the case. Is there anything else I can do? Thanks

Closed cases on ebay can't be re-opened,and the seller has sadly conned you.

Best contact your payment provider see if they can help recover your money

Leave negative feedback!! Just say “unsatisfactory transaction, seller did not honour promises”. Also of course mark down stars to 1.

Saying too much may give seller reason to ask ebay to remove.
