I'm being told the item was delivered, not to me, may have wrong address or postcode on it!

Your first action is to open a case for item not received with eBay and escalate the case on day 4 if not refunded beforehand, but, be aware if the seller has a tracking number which shows delivery to your address, it will close in their favour.
Was this a Royal Mail delivery? Ask your Postie where they left the item, it might be in a safe place around your property or with a neighbour , worth asking around too.

Delivery issues are becoming one of the biggest risks of buying on eBay.
eBay claims that "If your purchase doesn't arrive you qualify for a full refund" but this is IMO very misleading.
If the tracking record states that it was delivered to your address, eBay will take the courier's word against yours, and you will not get any refund. This was admitted here by an eBay rep here last week. eBay won't even accept the buyer's word that the delivery photo isn't even their own home!
The big problem with eBay is that unlike any "proper" financial institution, e.g. banks, paypal, credit and debit card issuers eBay's money back guarantee is not regulated by the financial conduct authority. The user agreement requires us to accept their decisions and there is no right of appeal to any independent authority.
