Item I’ve sold is not delivered

I’ve sold an item and used eBay’s delivery service. DHLhasnt delivered it after two weeks and I don’t have the money either.  So the buyer has paid and has no rackets and i also don’t t have the rackets or the money. EBay are holding the money and have not released it until they get notified of delivery. 
also the tracking on delivery shows it has not moved for 12 days. 
I can’t contact eBay as no heading falls under this. 
the whole service is an absolute joke. 

any suggestions?

Do  you mean you used Simple Delivery? Ask your buyer to open a Not Received case and he will be refunded by ebay. Your money should be released to you.

You should not be affected at all by ebay's system of delivering parcels.
