If it says no then you are not due any increase just yet.
It's not instantly granted when you ask.
You may need to wait until the next period, after the 20th April, and ask then.

You are registered as a private seller and appear to have 4900 items listed.
Private sellers get 300 free listings a month, how many do you expect to get?
I think you should be registered as a business seller, as asking for an increase as a private seller is unlikely to ever get anything but No.

Ebay consider 300 listings per month is ample for private sellers.
