"There was a problem with an eBay internal system or process. Contact eBay developer support for assistance (2003)"
It does not tell you how to contact eBay developer support, and customer service has proved frankly useless. Just advises the usual stuff of empty your cache, delete your history etc., when the problem is clearly theirs. In both cases, the seller has had no other bids on their items either.
When I managed to message someone not automated about it, they said in relation to the first bid attempt, they'd had the problem a week ago and thought they'd solved it. So why tell me to do a bunch of time-wasting non-solutions. Lol.
The first seller was unaware of the issue, but I noted she had 32 people viewing her item at one time, yet no bids. She tried switching her listing to buy it now and the system wouldn't let her.
If I keep getting this, I'll be unable to buy from eBay. Anyone else had this problem, or better, got a resolution?

I just placed a bid and reviewed it with no problem, so presumably it's some kind of browser issue, particularly if it's happened twice for you.
What device and browser are you using?

Suggest that after a fairly long break from Buying, a sudden increase/flurry in purchase activity over the last month has triggered a Buying Limit restriction as below ? >
