I sent the item but accidentally included an item that should not have been with it. I  contacted the buyer and he is refusing to return it to me even though i will refund the return cost.

Nothing you can do through eBay to enforce them to do so.  You have done everything correctly but if the buyer is not replying,  little more you can do.

Was it an expensive item included in errot?   You may need to take legal advice as to where you stand here.

Are you sure the message has gone through?  There have been some issues with the system. Check your eBay ' Sent' messages.

May even be worth sending another polite message perhaps offering a little extra £**  for the cost of packaging up the item and time it will take to post  back to you?

Worth a shot,  nothing to lose.
