Not from eBay, unless it was delivered within the last 30 days, whch is the time limit for eBay's money back guarantee.
Beyond 30 days eBay has no interest. Recall notices are passed on for information only. Any action reqiuired is the responsibility of the seller. Unfortunately, many eBay sellers don't want to know.
However, contrary to what you said, the seller named in your screenshot is still trading on eBay. They are a UK registered business seller with very good feedback, so you're still in with a good chance. If they won't help, contact their local trading standards office in Ayrshire.
As has been said, depending upon when you bought this item you may still be able to get help from your payment provider, e.g. credit of debit card issuer.
