I recently bought an item which never arrived. I do not blame the seller in any way. I feel confident that they sent it to me. I just didn't receive it despite the courier recording that it HAD been delivered. I queried it with Ebay and I have just learned that I will not receive a refund or a replacement. To me, that suggests that I am being dishonest in trying to get a refund on something that I had in fact received.  I have used Ebay for many, many years but I am not having that. So, I am leaving and will not use it again. I'll start using shops and stuff.

No, it doesn’t suggest that you're being dishonest. It just means that for some reason your claim was not covered by eBay's money back guarantee, or more likely failed because the tracking record stated that it was delivered.

We hear cases every day when this has happened. Parcels are often left on the doorstep, and stolen - this is not covered. Neither is delivery to the wrong address, unless the buyer can prove that the tracking record is incorrect - eBay has even required buyers to obtain a written admission by the courier that it was incorrectly delivered! Did you know that if delivery is even attempted, but no-one is home, eBay treats this as having been successfully delivered?

Delivery disputes have almost nothing to do with buyer honesty or dishonesty these days. eBay's decisions are taken entirely on the postal tracking record. There are so many things that can go wrong with this that delivery problems have become one of the biggest risks of buying on eBay.

refund because of something out of my control but, hey, it's not the end
of the world. Ray

You try your payment provider, PayPal, bank, etc. Some will help.
