Assuming Simple Delivery was on your listing the buyer opens a "not received" case and ebay issue the refund themselves. You keep the original payment. Tha't's the theory, anyway and assuming the buyer's address was correct.

A: Nowhere, the BPF has nothing to do with delivery issues.

It seems to me that ebay are taking the BPF under false pretences, if it does not cover LOST items, then what does it cover.
The whole scheme is open to abuse for damage in transit, probably caused by bad packing, but if seller is expected to refund, why does ebay collect the BPF?
