I bought an item from ebay who refused a refund and kept the item.

I bought a part for my car from ebay which turned out to be an incorrect part. I requested a refund straight away, which the seller agreed to (I did this outside of the ebay returns process as I trusted him to do so). Countless messages to the seller from then on fell on deaf ears. No refund was issued and I also did not receive the part either. He stopped replying to my messages and then it fell outside the 30 day process.

I have looked into his feedback page and lo and behold - he has done this to other buyers as well.

How can I contact ebay to report this seller, is there a phone number or email I can contact?

eBay won't do anything outside their 30 day deadline for claims.   Your best bet is to contact your payment provider and hopefully get the refund via them.

I seller is a UK registered business seller they are required by law to accept returns for items purchased online. If they refuse, have a word with trading standards (if possible, in the seller's area). They may be able to help.

 

As you requested the return straight away is shouldn't matter if the legal returns window in now closed.

 

Provided it was paid for online I think this still applies, even if you collected it in person - but not if you paid on collection. Trading standards will know whether this is correct.
