How do i leave very negative feedback on a seller

I want to leave negative feedback on a seller who sold me something listed on Ebay but sold privately to me, not happy at all

If the whole transaction was done off eBay there will be no record of it on your e Bay account,  and so no feedback can be left.

Never agree to an off eBay sale, you lose all eBay buyer protection,  I'm presuming something went awry here,  so eBay's MBG would have helped? 

Participating in an off eBay sale can also see your account permanently restricted from use,  for buying or selling.
