How do I block a buyer

Hello. 

I've had two offers from someone with a very odd request. And they have done it to other people as well. 
However the request seems to be for kids/teenagers shoes. And I feel it needs reporting however I am unable to find a way to report and block this buyer. 
I can't seem to add the photo to this form
