I have been unable to use my eBay account for 3 years at the time I had stuff on my account which got sold without me knowing therefore I couldn’t do anything it’s now saying I owe fees and money to the buyers even tho I never received any money someone please help

You need to contact eBay Customer Services, they have full access to your account, and you can explain the situation see what they say about the status of your account.

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.
