You have left it too long to do anything.
Ebay allow you 30 days to open a case saying you have not received your purchase. That is 30 days from the latest estimated delivery date for the original purchase.
Most banks and cards give you 120 days, about 3 months,
If you paid with Paypal, they allow a generous 180 days to open a claim saying you haven't received your item. If you did pay that way, open a claim through your Paypal account.
Don't believe sellers who claim they will 'send a replacement'. Start a case.
