I HAVE CONTACTED HMRC ABOUT THE NATIONAL INSURANCE NUMBER FOR MY ACCOUNT AND THEY WENT THROUGH WHAT I HAVE BEEN SELLING IN PERSONAL POSSESIONS AND THEY TELL ME HNRC THAT I AM OK NOT NEED TO DECLEARE ANYTHING SO HOW DO I GET RID OF THE PAYMENTS ON HOLD ON MY EBAY ACCOUNT???

Not having a tax liability is completely different to needing to give eBay your NI number so that they can abide by their statutory obligation to report your sales, with your NI number, to HMRC.
The only way to release your funds now is to give eBay your NI number.

HMRC have told me i dont need to give any NI Number i am not selling any items that are not classed as not Personal so its not required for HMRC they told me when i called up so how do we get the hold unlocked as this is now theft from ebay holding money of mine that is NOT THERES TO HOLD

You either asked the wrong question or did not give the HMRC person the full information.
The HMRC section of gov.uk makes it clear that if you breach the online selling thresholds you need to give the online site your NI number. That is irrespective of what you sell.
The relevant law gives ebay the right to take steps to ensure compliance, that includes withholding funds.
I strongly suggest you remove all your current listings if you are not going to comply with Ebay's request.
