So I'm trying to sell something on eBay. Someone has purchased the item (eBay have money) but now they want to cancel. EBay want to take £30 off me for HIM cancelling?!? I can obviously send the item but I know the seller will refuse it saying it's damaged. What are my options as u feel eBay is not helping in this situation ans is favouring the seller who's cancelling? TIA

OK, so that information would have helped earlier.
As it says in the screenshot, ebay are going to take most of the refund from your funds but you don't have enough available so the balance has to come from another source.
You will still end up only refunding what the buyer paid you for the sale.

If a buyer asks to cancel it's best to accept and cancel.
While you may initially have to pay the refund yourself, when ebay release your payment you will be even.

But I'm paying eBay £30 for something that's not sold. How is that fair?!? If I send it and decline his offer he'll send it back or damage it as he obviously doesn't want it. I'm in a lose lose situation.

How do you lose? Buyer pays you buyer gets refund. NO LOSS, just inconvenience.
Far better than posting out, then having to pay return postage, that is the way you will really lose.
It is a good idea to leave some money in your ebay account, then it is available to cover refund situations, and not have money taken from Bank Account.

No, they are telling you that most of the £230.10 refund will come from your funds held in your ebay account, and the balance needs to come from another source.
It's all part of the same refund.
Your ebay balance is not the full £230.10 for any one of a number of reasons. This could be because they have deducted fees, or it could be because you used some of it to buy something off ebay or pay for postage.
Whatever the reason, you need to arrange to pay that £30 by another method.

So I'm assuming the £30 covers re listing or will it be another £30 regardless if I sell? Thanks
