Is there a freebie section in eBay like Gumtree?

No, everything has to be properly listed for sale.

As there are now no fees for private sellers, 

In theory you could list for 1p and collection only.

Although buyer still needs to pay the 1p before you can send your address.

I don't suppose ebay thought about this scenario when doing free fees.
