I am the buyer. The seller used the eBay Simple Delivery programme. Royal Mail is holding the item for a £7 surcharge due to underpaid postage. As this is an eBay-managed delivery service, I need eBay to either pay the surcharge or refund my order so I can refuse the parcel.
I have been unable to figure out how to report to Ebay as the seller will not accept responsibility.

Once the surcharge is paid there is no ebay mechanism to get it back.
You can refuse to pay it and then make a claim for item not received to get a full refund. You won't get the item though.
You could try speaking to ebay.

I think this is the first time it's been suggested that eBay would refund a buyer for underpaid postage. eBay won't normally get involved in postal issues.
That said, things have changed somewhat since simple delivery; if it was sent using simple delivery it may be cheaper for eBay to pay the underpaid postage than for to refund in full for a failed delivery.
Please do us a favour and update this question to tell us whether or not eBay refunds you!
