Just spoke with ebay who have confirmed an ebay outage and technical support is looking into it. The advisor said it would take 8 - 24 hours however this was not confirmed!

it looks like it's working now! as usual ebay saying 8 - 24 hours, when they meant 8 - 24 minutes!
