EBay fees debt, scam?

I’m receiving emails from my-drs saying I owe £18.99 in eBay fees.

eBay’s live chat is unavailable,  can’t speak to a human.

is this legit or a scam?

That phone number is not the one given on this debt recovery agents website.

Using google this is what it says and suggests a scam

Did you ever list a vehicle on eBay? 

Best way forward here is to contact eBay and ask them if there's an outstanding debt on your account.
