Duplicating listings under different names

I have noticed a product which is listed on ebay but the same product is listed about 10 times under different names, but are from the same area, so I am assuming it is the same company. is this allowed ?

Sellers are not allowed to list duplicate items as auction on same account. 

BIN are allowed. 

But if seller has more than 1 ebay account, ebay allow it.
