Do I have to pay ad general fee on cancelled orders?

I sold an item, but the buyer didn't realise that it was collection only and has now asked to cancel. I went to cancel but realised that I was having the pay the money for the ad fee myself rather than ebay refunding it. I have cancelled orders before and this hasn't happened. Has this policy changed? I feel like if anyone should be paying that fee it should be the buyer as it is their choice to cancel, is this a possibility?

If you add any payable extras when listing,  if you relist, you pay fee again.

Sorry, I should have been clearer. The fee I am talking about is a promoted listings fee, so it is only paid when the item sells. As this order is now being cancelled I thought this got refunded (as has happened in the past). There were no listing fees.

Depending on type of promotion, you may pay per click fee.

This is the one where it takes a percentage only when it sells.
