Difficulty sending / revising invoice through My eBay

I am trying to apply a postage discount to a buyer who is buying multiple small items.

There used to be an option called send invoice, which you could get to when selecting the item(s) sold, but that doesn't appear to be an option any more.

In the help section I can see the following, but now I can't see an 'Actions' button any more either. 

Any help greatly appreciated.

There is a problem with combining postage at the moment.    The best thing to do is ask the buyer to pay full price and then issue a partial refund.    After payment use the Send Refund link via the dropdown menu arrow for one of the items and on the next page you will be able to change the amount before you submit.
