Have you read the Simple Delivery guidance pages in full?
Price is not the only criteria.

It also has to be under 100g and doesn't apply to all categories.

I have looked everywhere and even asked for help with this topic today with a telephone call with Ebay help and they were unable to offer me a solution but told me their technical will investigate and get back in touch within the next 30 days, yes that's correct - 30 DAYS!
And yes I have looked into Simple Delivery help and the only fact I can alter or change in my account is to deselect 1 or 2 of the available couriers, so no help there!

That's not what it says in the Simple Delivery guidance i just looked at.
I am afraid your assumption is wrong.

I must admit, I did NOT see where it mentioned/stated that the item/s had to weigh less than 100 grms and even E-Bay customer Service did NOT mention that fact during a actual telephone conversation. In fact, she felt that there must be a glitch with my software and she eventually said that she would get their Software/Technical team to look into my situation and upgrade my web page software.

Unfortunately, ( sadly), Customer Services do not always proffer the correct information, there have been some horrendous examples of wrong info given by CS in the past few days, including one agent explaining to a seller how to leave a negative feedback for a buyer!
This is the eBay message I received through eBay messages on my Seller Hub, on the 5th of September...
We’ve listened to your feedback and made Simple Delivery optional for more items priced £20 or less. This includes items in categories like Trading cards, Coins and Stamps, which are typically letter or large letter-sized and 100g or under.

As ebay have avoided giving full details of exactly what categories are allowed, the only way sellers are supposed to know is by being allowed to select CUSTOM POSTAGE when completing the listing.
Doing a draft listing I can only guess that the category used is not exempt, although you may have used small parcel, but even changing to large letter makes no difference, no option for Custom Postage appeared. Even playing with the category I was still unable to get any change.
As already said the basic requirements are price up to £20, weight up to 100 gms, letter or large letter and being in an exempt category.
