eBay do not ask for fees for no reason.
Items may not sell, but have you added any reserves to your listings? These are optional listing upgrades and have a non refundable listing fee of 4% of your set reserve, which is payable sale or no sale.
Check your sales break down here, will show any fees charged, postage and payouts made.

If you owe eBay this money you will have to somehow find £18.60 to pay them, as they will chase you for it, and they do use debt collectors.

According to the neg a buyers left you, eBay had to enforce a refund and in that case you don't get your selling fees refunded.
