Changing details

I changed some of my details due to a chinese ebay scammer while ebay didn't assist. I changed to 'deleted due to ebay scammer ' as I found it difficult to delete my account. Months later ebay finally did something.  Now, i cant change my details, tried account details, yet I cant see it anywhere.  Need help to change as sellers are now suspicious and refund my payments instead of selling to me.

After a 6 month break, a recent flurry (16) of purchases may have triggered a Buying limit for security purposes >

Can you explain what details you want to change?

You have said 'I changed to deleted due to ebay scammer', but what did you change?

Then you say 'Now, i cant change my details, tried account details, yet I cant see it anywhere.'

If you could say, specifically, what detail you want to change, then you may get some relevant advice.
