If listing an item for instance a football programme that is not going to sell for much i.e under £5 why now does the buyer have to pay £2.70 that is going to put of potential buyers

Yes this is correct - with Simple delivery you can not longer send an item for £1.55 (the Royal mail large letter)
Yes this may put buyers off but there is no opt.
