Cannot list an item 'because it does not have type approval', yet item is listed by other sellers?

I am trying to sell some unused and unopened Goldfren brake pads for a motorbike.

However, I get a message when I try to list them saying the item cannot be listed as it does not have type approval.

However, the exact same item is for sale from other vendors.

Any ideas?

Some items need to have ' approval' from eBay to be able to be sold on their site.

I had a quick check, others are listed by business sellers.
