Do you mean you cannot withdraw your eBay funds from payouts from sales?
Try this:
Are you trying to add the amount to wihdraw perhaps in the wrong place?
Use a PC / laptop clear cache and cookies and try this:
Click on Payments >> Summary then any payout available for immediate withdrawal, is available for you, in a big blue banner.
Click on that Withdraw > arrow, you may need to log in again, or even verify your account by receiving a text or email code.
On the pop up screen which appears, click on Withdraw found at the bottom of that screen. You will see £0.00 at the bottom, at the top a larger £0. Some are now just seeing a large darker £ sign there There, in the larger darker £0 / £ at the top, manually enter the amount you wish to withdraw. Bottom right Withdraw should be lit up for you to click on.
Then click on the final Send (it will show the amount to be withdrawn ) Now.
