Why is it fair for a bidder who has won the item to be allowed to cancel the item once they have won . This does not seem fair just because they have changed there mind .
I feel eBay should be able to make the payment , especially when it happens to you twice in a week by the same buyer .

If you think that is a good idea, think again.
Unwilling buyer, forced to pay. You post, buyer receives and opens a not as described case (true or not they can do this).
You have to pay for a return label and on return refund in full. You can appeal to ebay but you will get nowhere.
Work out the cost to you of forcing buyer to pay. Postage to buyer, and return tracked postage, and possibly item returned damaged and unsaleable.
If you like losing money that is the way to do it.

eBay does not allow buyers to cancel items. They can only ask the seller, who doesn't have to agree.
If they don't pay, the seller can cancel after four days, when the buyer will be penalised by eBay with an unpaid item strike. If they receive two strikes, most sellers will block them from bidding on their listings.
Buyers who don't pay and sellers who won't sell are the bane of eBay. But on such a populist site there will always be users don't know or don't care about the rules.

If you get a non payer you should alway put them on your blocked buyers list so they do not return and wreck your sales again.
