The rules might be slightly different for promoting items , so best to ask on the correct site, and the community team there.

on uk site is:

i logged out of the uk platform and connected to the usa just like you recommended.
Can anyone help with the next steps?

You are still logged into the UK site rules for promotion for us here may be slightly different to rules on the .com  site.

Log out of here completely, perhaps clear cache and cookies, then log into www.ebay.com ask the Community there,  or once on the .com site,  Google  How to Promote items on eBay.
