You are on the wrong homesite.

Log out of this UK site, and log into www.ebay.com. Clear Cache and cookies, then contact CS here:

Contact eBay Customer Services this way, through their help pages.

You can't use UK customer services unless you have a UK ebay account.

You are in Sri Lanka.

No I just did that last few years.. I just contact UK,AUS,Canada Customer Service but since this issue I can't Contact Customer service. I can't send mail also via from USA site as well

Are you trying from the site you're on now, the UK site? Then, you will not get through to CS.

You need to log our of here completely, even shut your device down.

Switch on, log back on but now to www.ebay.com. Use a desktop browser. Contact CS from the link I provided above, and bear in mind the big time change between Sri Lanka and the US, the US is I think 12 hours 30 minutes behind , you may be trying when the lines are still closed.
