Buying a a cash on collection item

We bought a 'cash on collection' item, picked it up and gave the seller the code that ebay provided us with. The seller has just been in touch saying that he hasn't been paid and when we checked our bank account, ebay hasn't taken the money out nor has it paid the seller.

Am I wrong in believing that they only send us a code once they have taken the money?

Does anyone know how to get in touch with ebay about this or should we just pay the seller and hope that ebay doesn't take the money out of our account as well?

yes, I pressed Pay Now, that is when ebay gave me the code to give to
the seller

Then ebay thinks you have paid or you would not have got the code.  When was the purchase?
