Buyer says he ordered item by mistake even tho he made a best offer to reduce price

Buyer gave me a best offer on an item, after he received it a day later he said he wants a refund because he ordered it by mistake. I'm not willing to do this as I don't think that it is a legitimate reason to give him a refund especially after he knocked me down on price. Am I wrong in this and what should I say to him.  Thanks

I assume you're a private seller so you don't have to accept "change of mind" returns.   You could suggest he resell it himself.     But if you relent and let him send it back he must pay the return postage.
