Buyer having no consequences

I had a buyer win an auction for a car I was selling. I not only paid £25 for the listing but then another £15 when the item was sold however, the buyer then never turned up. I'm now out of pocket £40. I've tried to report him so that this doesn't happen to someone else ( he did mention about another 4 cars) but ebay do not make it easy. What can I do? I also tried to at least get the £15 back but ebay do not make it easy to talk to someone I thought winning an auction was a contract  or it used to be.

Buyer having no consequences

You cancel the sale after 4 days using reason Non Payment, that gets the selling fee refunded but not the listing fee.

 

Buyer gets an  unpaid strike, no feedback can be left, and you should put buyer on your blocked bidders list.

The benefit of no feedback being left and that prevents buyer leaving a negative, it has happened! if seller does nothing.
