Being charged for a postage service not used

I recently bought an item and paid £5.50 for postage and it was signed for. But the seller has then choose to go to get another postage and not get signature for £4.05… the item thrown in a large envelop so packaging was minimal…

where do we stand as buyers when a seller lists a more expensive shipping cost and uses a cheaper one?

Postage is all a bit of a muddle at the moment.    eBay are now applying their own postage and not all sellers realise so they send using what they've always done.   When they do that they are actually paying for the postage themselves.    If they didn't use the ebay label you paid for the cost of that will automatically be refunded to you in 30 days.

I see they changing it from yesterday (5th), to under £20 it can bypass which item was less than £20…  so the seller was trying to be clever by only updating the postage status yesterday. But item sold a week ago, so I assume the rule you mention applies to date item was listed, not when the postage was updated on system

The date that matters is what the listing said about postage when you bought the item.

If you paid for a Simple Delivery label that wasn't used, you will automatically get a refund.
