Seller as ripped me off, failed to deliver order, stuck with courier, refused to sort out, now time expired, as even had bad feedback removed, but never refunded, eBay just as bad. Been ripped off need to stay away from them

You have only 30 days from estimated delivery date given on the order confirmation to open an 'Item not received' case .. Escalate to eBay after 4 complete days for a full refund ... here >

Why did you let it time out?30 day money back guarantee means just that. If you open a not received case and seller does not respond, then as in the instructions ebay eould have given you after 3 full days, you escalate to ebsy who would refund at sellers expense.
Feedback gets removed if seller appeals to ebay that you have mentioned something not allowed. If leaving negative feedback it is best to keep it brief, “Unsatisfactory transaction” says it all and would not be removed. The more you say means you will use something not allowed, mentioning ebay or opening a case are not allowed, why I have no idea, but ebay makes the rules.
Now all you can do is contact your payment provider, who should be able to start a charge back to get a refund.

Your (now edited) delivery date was shown as mid February --- have you tried opening an official eBay case within the 30 days allowed ?.
Out of time ? --- as advised, Contact your Bank/Card issuer for advice.
