I recently bought an item on eBay , but then the seller contacted me and asked me to cancel as item was damaged but I managed somehow to start a return request instead by mistake. I then realised what I did so cancelled said request . And now I can’t do a normal cancellation . I’ve contacted the seller to see if they can cancel it from their end but I’m still waiting. Anyway my question is Why Can’t I still cancel from my end or how to contact eBay to sort this out

Buyers can't cancel anyway. They can only request a cancellation. The seller has to issue it at their end.

I have have since contacted seller and he/she is saying the money for a refund to me is still on hold so he/she cannot cancel from there end

This seller does not know the rules, their payment may well be on hold because they maybe a new or returning seller, but this does not prevent any refunds ,as eBay then take the money from their back up source which is usually their bank account. When the refund is complete then money from the hold is released.
You opened the wrong case, contact eBay Customer Services, explain what has happened direct them to the messages sent and received and see if they can action this cancellation for you.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.
