Ebay just keep sending me payment reminders, as if the item was sold.
But it was sold - it just wasn't paid for. There is a big difference.

Whether you can get your promotion fee back is between you and eBay. I doubt it. Payment for optional listing features is seldom, if ever refundable. Paying for promotion doesn't guarantee that the item will sell, or that the buyer will pay.
