You are not speaking to eBay here but to other members like yourself.
You ask ' is anyone else having this trouble?' The answer to that is yes, we see this question regularly, but for online selling eBay will only accept a credit card registered on the account as proof the buyer is over the age of 18.
No idea why other forms, driving licences, passports cannot be used, but it's always been eBay's rule.

Ebay won't change the system.
I know not everybody has a credit card but it is a secure and straightforward way to prove to a seller that the purchaser is over 18.
Personally, I think it is preferable to the alternatives. I would not like to have to scan and send photo ID, such as a driving license, every time I made such a purchase. That is what I had to do when I bought craft scissors online a couple of years ago.

Simple answer as ebay will not change, is to get a friend to buy for you.
Photographic evidence such as Driving Licence, does not really prove it is the buyer, if for example the ID is used by other members of a family.
